Procurement And Disposal Capacity Building

The Department of Procurement and Disposal Capacity Building is responsible for training and supporting of stakeholders about public procurement and public assets disposal. The main roles of the department include the following:

  • Leading the formulation and implementation of national capacity building frameworks, strategies, and policies for public procurement and disposal.
  • Cultivating and managing strategic partnerships with national and international training institutions, development partners, and relevant regulatory bodies to promote standardization and alignment with global best practices.
  • Providing thought leadership in procurement capacity diagnostics, research, and benchmarking to inform policy and practice improvements.
  • Monitoring and evaluating the impact of capacity building interventions to ensure alignment with the Public Procurement and Disposal of Public Assets Act, national procurement reform agenda, and international standards.
  • Developing and disseminating standardized capacity building content.
  • Presenting capacity building updates, strategic inputs, and impact reports to the Executive Director, Management, and Board of Directors.

The current Director, Ms Mercy Kyoshabire, who has been at PPDA since January 2021, as Manager, Procurement Capacity Building, is a procurement professional with over 11 years of progressive experience across both public and private sectors. She is a full member of the Chartered Institute of Procurement and Supply (UK) – MCIPS, a Certified Procurement Practitioner (CPP) with the Institute of Procurement Professionals of Uganda (IPPU), and a Project Management Professional (PMP) accredited by the Project Management Institute (PMI)-USA.

Her expertise is reinforced by advanced certifications in Agile Change Management (APMG International), Sustainable Procurement (Sustainable Procurement Institute), Innovation in Governance and E-Procurement (E-Governance Academy, Estonia), and specialized training in Business Negotiation, Financial Decision Making, and Strategic Marketing (Edinburgh Business School). She is also ISO 9001:2015 certified in Leadership and Management through the Uganda Management Institute.

Ms. Kyoshabire holds both a Master’s and an Honours degree in Procurement and Supply Chain Management from Makerere University. She is finalizing her MBA with Heriot-Watt University (Edinburgh Business School) and also holds a Postgraduate Diploma in Business Education from Makerere University Business School.

Ms. Kyoshabire lectured Public and Private Sector Procurement for seven years at Makerere University Business School. A thought leader in the field, she actively contributes to national procurement discourse through media and stakeholder engagements.

As a Director, Procurement and Disposal Capacity Building, her mission is to empower procurement professionals with the knowledge, skills and ethical mindset to transform procurement into a catalyst for efficiency, transparency, and sustainable national development.
