
Dr. Aloysius Byaruhanga(PhD) - Director Performance Monitoring - Central Government
The Department of Performance Monitoring – Central Government is responsible for ensuring compliance and accountability in public procurement processes within central government entities. The department plays a critical role in monitoring procurement activities, conducting audits, and enforcing adherence to procurement laws and regulations.
The department is composed of the following units:
- Performance Monitoring (Procurement Audits, Compliance Monitoring & Investigations)
- Local Content
The department is responsible for:
- Conducting procurement audits, including contract audits, bid preparatory audits, and performance audits;
- Carrying out compliance checks and inspections across central government entities;
- Monitoring entities’ adherence to submission of annual procurement plans and monthly procurement reports;
- Overseeing the performance of the Government Procurement Portal (GPP);
- Investigating procurement-related complaints from stakeholders;
- Monitoring the implementation of local content policies in public procurement.
The department is headed by Dr. Byaruhanga M. Aloysius, who brings over 25 years of experience in procurement management at operational, regulatory, and strategic levels. He is a Certified Procurement Practitioner and a former Council Member of the Institute of Procurement Professionals of Uganda (IPPU). Dr. Byaruhanga is also a researcher, auditor, trainer, and consultant in Strategic Procurement Management.
His academic qualifications include:
- A Doctorate of Philosophy (PhD) in Strategic Infrastructure Procurement Management from Mbarara University of Science and Technology (MUST);
- A Master’s Degree in Business Administration (Strategic Management) from the University of Edinburgh, Scotland (UK);
- An Honours Bachelor’s Degree in Business Administration (Accounting) from Makerere University;
- A Graduate Diploma in Purchasing from the Chartered Institute of Procurement & Supply (CIPS), UK;
- An Advanced Certificate in Strategic Negotiations from Harvard University, USA;
- A Certificate in Public-Private Partnerships from IP3, USA.
Beyond his professional achievements, Dr. Byaruhanga is involved in community service. He served for 15 years as Chairman of the Board of Directors at Kawempe Home Care, a palliative care organization for children living with cancer and HIV, and he continues to serve as its Patron.
