The Department of Legal and Board Affairs plays a vital role in ensuring the legal soundness and governance of the public procurement and disposal system. It provides legal advisory services, supports the Authority’s Board, and manages key regulatory documents.

The department comprises the following units:

  1. Legal Affairs;
  2. Advisory services;
  3. Management Advisory Committee, (MAC), Secretariat and
  4. Board Affairs

The Department is responsible for the following activities:

  1. Preparing, updating, and issuing authorized versions of Standard Bidding Documents (SBDs), procedural forms, and other related documents for Procuring and Disposing Entities (PDEs);
  2. Providing legal guidance on matters related to public procurement and disposal;
  3. Handling requests for deviations from prescribed SBDs and procedural documents;
  4. Developing guidelines for the public procurement and disposal system;
  5. Providing secretarial and support services to the Board of Directors;
  6. Managing accreditation applications and suspension of providers.

The department is headed by Mr. Uthman Segawa, who holds:

  1. A Bachelor of Laws (Hons) Degree from Makerere University;
  2. A Master’s Degree in Business Administration from the Eastern and Southern Africa Management Institute (ESAMI);
  3. A Postgraduate Diploma in Legal Practice from the Law Development Centre (LDC);
  4. A Postgraduate Diploma in Public Procurement from Uganda Technology and Management University (UTAMU);
  5. A professional qualification from the Chartered Institute of Procurement and Supply (CIPS – UK).

Mr. Segawa has successfully led legal teams in representing the Authority in litigation, particularly in defending investigations, provider suspensions, and procurement guidelines, thereby reinforcing the Authority’s mandate and regulatory framework. He was also an instrumental member of the technical committee responsible for reviewing the PPDA Act, its Regulations, Standard Bidding Documents, and associated guidelines.

He is a member of:

  1. Uganda Law Society (ULS);
  2. East Africa Law Society (EALS);
  3. Institute of Procurement Professionals of Uganda (IPPU);
  4. Chartered Institute of Procurement and Supply (CIPS).
