
Dr. Charles Ndandiko - Board Member
Dr. Charles Ndandiko is a highly regarded international consultant and trainer with over 15 years of experience in researching, consulting, and training in Public-Private Partnerships (PPPs), strategic public procurement, and sustainable procurement practices. He has an in-depth understanding of both the theoretical and practical aspects of public procurement systems, legislation, and regulations in developing countries.
His procurement consulting work has involved audits, reviews, capacity assessments, development of procurement manuals, and advisory on procurement systems across multiple countries, including Afghanistan, Ethiopia, Malawi, Rwanda, Somalia, Eswatini (Swaziland), Tanzania, and Uganda. His research and consulting efforts—particularly in procurement spend analysis and the MAPS country assessment—have influenced the development and amendment of Uganda’s public procurement policy and legal framework. Additionally, his PPP country diagnostic study, funded by UNECA, is central to advancing PPP initiatives in Uganda.
Dr. Ndandiko has consulted for leading international organizations, including UNECA, AfDB, World Bank, UNITAR, UNDP, BTC Belgium, and the Commonwealth Local Government Forum, on matters of public procurement and Public-Private Partnerships. He has also led procurement audits and capacity assessment teams for consulting firms such as IP3 Washington, PwC Malawi, KPMG East Africa, IPA Netherlands, SGS Nederland, LINPICO SARL France, CTG Global, AMPROC Inc., and AH Consulting Uganda.
He holds a PhD from the University of Twente, Netherlands, where his research focused on private provision of public services in developing countries, with an in-depth study of public and private service providers in waste collection and water supply sectors in Uganda’s urban local governments. Additionally, he holds:

- A Bachelor’s Degree in Business Administration

He is a member of the Institute of Procurement Professionals of Uganda.
Currently, Dr. Ndandiko is based at the Kyambogo University School of Management, where he serves as a lecturer. He has also taught at the postgraduate (PhD and MBA) level at Makerere University, Uganda Martyrs University, Uganda Christian University, and Uganda Management Institute.
