Performance Monitoring – Regional Offices

The Department of Performance Monitoring – Regional Offices is responsible for overseeing the activities of the Authority’s regional offices, which are strategically located across the country to enhance service delivery and compliance monitoring. The regional offices include:

  • Northern Region - Gulu
  • Eastern Region - Mbale
  • Western Region - Mbarara
  • Central Region - Kampala

In these regions, the department is responsible for:

  • Conducting procurement audits, including contract audits, bid preparatory audits, and performance audits;
  • Carrying out compliance checks and inspections of Procuring and Disposing Entities (PDEs);
  • Monitoring entities’ compliance with the submission of annual procurement plans and monthly procurement reports;
  • Investigating complaints from providers and other stakeholders;
  • Monitoring the implementation of local content provisions in public procurement; and
  • Conducting capacity building for entities and providers to enhance compliance and best practices.

The department is headed by Mr. Moses Ojambo, who holds an MBA, a Bachelor of Arts in Education, a Bachelor’s Degree in Procurement and Logistics Management (BPLM), and is a full member of the Chartered Institute of Procurement and Supply (MCIPS – UK) as well as the Institute of Procurement Professionals of Uganda (IPPU).

With over 18 years of experience in public procurement, Mr. Ojambo has served in various roles within the Authority since 2008, including:

  • Director, Capacity Building and Advisory Services;
  • Regional Manager, Northern Regional Office – Gulu;
  • Manager, Capacity Building;
  • Officer, Capacity Building.

Mr. Ojambo has further strengthened his expertise through professional training in Malaysia, Thailand, South Korea, South Africa, and other countries. His areas of specialization include sourcing procedures, contract management, bid evaluation, and Engineering, Procurement, and Construction (EPC) contracts. He is also actively involved in spearheading change management for the Electronic Government Procurement (e-GP) system.
