The Internal Audit and Risk Department is responsible for independently assessing the effectiveness of the Authority’s risk management processes and providing objective assurance on the adequacy and effectiveness of internal controls. The department plays a critical role in safeguarding the Authority’s assets and ensuring sound governance by reporting directly to the Audit Committee and the Board.

The department is thus responsible for:

  • Providing assurance to the Board that risks are being effectively managed and that internal controls are functioning as intended;
  • Monitoring and evaluating the effectiveness of the risk management process;
  • Validating risk information and risk reporting to ensure accuracy and reliability; and
  • Identifying areas of concern and advising management on corrective actions.

The department is led by Mr. Nuludiin Tebusweke, who was appointed Director, Internal Audit and Risk Department, on 1st July 2025. He initially joined the Public Procurement and Disposal of Public Assets Authority (PPDA) on 13th May 2019 as Manager, Internal Audit, and later served as Chief Internal Auditor following the Authority’s re-organization in July 2022.

Mr. Tebusweke holds the following qualifications:

  • Certified ISO 31000 Risk Management Professional (Global);
  • Master’s Degree in Business Administration from Uganda Management Institute (UMI);
  • Bachelor’s Degree in Commerce (Accounting) from Makerere University;
  • Diploma in Secondary Education from Kyambogo Teachers’ College.

He is also:

  • A Full Member of the Institute of Public Accountants of Uganda (ICPAU);
  • A Member of the Institute of Internal Auditors Global – Uganda Chapter.

With over 20 years of professional experience spanning education, banking, and government institutions, Mr. Tebusweke began his career as a secondary school teacher in 2005 before transitioning to Pride Microfinance (MDI), where he served in various capacities including Credit Officer, Branch Accountant, Internal Auditor, and Senior Internal Auditor. He later served as Head of Internal Audit at the Uganda National Meteorological Authority (UNMA) from 2015 to 2019 before joining PPDA.
