
Mrs. Eva Nazziwa Lubowa - Director Human Resources & Administration
The Department of Human Resources and Administration is responsible for managing the Authority’s human capital, general administration, and the maintenance and management of its assets. The department ensures a conducive work environment and supports the operational efficiency of the Authority.
The department is composed of two key units:
- Human Resources
- Administration
The department is responsible for:
- Managing personnel welfare, recruitment, and retention;
- Overseeing general administration and office management;
- Managing and maintaining the Authority’s assets and facilities.
Mrs. Lubowa is the Director Human Resource and Administration at Public Procurement and Disposal of Public Assets Authority. She is a Certified Professional of Society of Human Resources Management (CP-SHRM), Certified Professional- Society of Human Resources Management (CP-SHRM), Certified Talent Practitioner (CTP), Chartered HR Business Partner (CHRBP), Balanced Scorecard Professional (BSP) and a Certified Hay Group Job Evaluation Professional. She is a member of the Society of Human Resource Management, USA, a member of the Human Resource Managers Association of Uganda and a member of the Uganda Public Sector Human Resource Network (UPSHRMNet).
With over 25 years of hands-on experience managing HR functions across private sector, international agencies and the public sector. She holds a Master’s degree in Human Resources and Employment from University of the Institute of Social Studies, Netherlands, Bachelor’s degree in Business Administration and Management, from Uganda Martyrs University, PGD in Human Resource Management from Uganda Institute of Management and Certificate in Administrative Law from the Law Development Centre, Uganda among others. Before joining the Authority, Eva worked with the Department of State, Embassy of the United States of America, (Post Uganda), Uganda Broadcasting Corporation, National Social Security Fund (U), Ministry of Public Service (Uganda), Public Service Commission (Uganda), and Tororo Municipal Council (Uganda).
Eva is devoted Christian actively involved in various ministries at St Francis Chapel Makerere University (Post and Pre-marital Counselling, Youth Mentor). She is also a Mentor for the Girls for Girls (G4G) Uganda.
