Procurement And Disposal Capacity Building

The Department of Procurement and Disposal Capacity Building is responsible for enhancing the knowledge, skills, and capabilities of stakeholders involved in public procurement and disposal of public assets. The department plays a pivotal role in professionalizing procurement practice in Uganda through training, partnerships, and policy guidance.

The department is responsible for:

  • Leading the formulation and implementation of national capacity building frameworks, strategies, and policies for public procurement and disposal;
  • Cultivating and managing strategic partnerships with national and international training institutions, development partners, and regulatory bodies to promote alignment with global best practices;
  • Providing thought leadership in procurement capacity diagnostics, research, and benchmarking to inform policy and practice improvements;
  • Monitoring and evaluating the impact of capacity building interventions to ensure alignment with the Public Procurement and Disposal of Public Assets (PPDA) Act, national procurement reform agenda, and international standards;
  • Developing and disseminating standardized procurement and disposal training materials;
  • Presenting capacity building updates, strategic inputs, and impact reports to the Executive Director, Management, and the Board of Directors.

The department is headed by Ms. Mercy Kyoshabire, a highly qualified procurement professional with over 11 years of progressive experience in both public and private sectors. She joined the Public Procurement and Disposal of Public Assets Authority (PPDA) in January 2021 as Manager, Procurement Capacity Building, and now serves as Director.

Ms. Kyoshabire holds:

  • A Master’s Degree and an Honours Degree in Procurement and Supply Chain Management from Makerere University;
  • A Postgraduate Diploma in Business Education from Makerere University Business School;
  • She is currently finalizing her MBA with Heriot-Watt University (Edinburgh Business School).

She also holds multiple professional certifications:

  • Full Member (MCIPS) of the Chartered Institute of Procurement and Supply (UK);
  • Certified Procurement Practitioner (CPP) with the Institute of Procurement Professionals of Uganda (IPPU);
  • Project Management Professional (PMP) accredited by the Project Management Institute (PMI-USA);
  • Advanced Certifications in Agile Change Management (APMG International), Sustainable Procurement, Innovation in Governance and E-Procurement (E-Governance Academy, Estonia);
  • Specialized training in Business Negotiation, Financial Decision Making, and Strategic Marketing from Edinburgh Business School;
  • ISO 9001:2015 certification in Leadership and Management through Uganda Management Institute.

In addition to her professional practice, Ms. Kyoshabire lectured in Public and Private Sector Procurement at Makerere University Business School for seven years. She is widely recognized as a thought leader and regularly contributes to national procurement discussions through media and stakeholder engagements.

Her mission as Director is to empower procurement professionals with the knowledge, skills, and ethical mindset needed to transform procurement into a driver of efficiency, transparency, and sustainable national development.
