Dr. Isaac Kyaligonza holds a Doctorate in Business Administration from the Paris School of Business. He also possesses a Bachelor of Commerce (BCOM) from Makerere University, a Master’s in Management Studies from Uganda Management Institute (UMI), and a Master’s in Procurement from the University of South Wales, UK. Additionally, he holds a Graduate Diploma in Purchasing from CIPS (UK), a Professional Diploma in Marketing from CIM (UK), and a Postgraduate Diploma in Organizational Development from UMI.

With over 25 years of hands-on experience in Procurement and Supply Chain Management at both operational and policy levels, Dr. Kyaligonza has served as the Head of Procurement and Disposal Departments in key sectors of the Government of Uganda, including Energy, Education, Defence, and National Security.

He has extensive expertise in managing procurement functions under development-funded projects, working with international partners such as the World Bank, African Development Bank, Nordic Development Fund, International Fund for Agricultural Development, SIDA, NORAD, KfW, Nordic Fund, BTC, Saudi Fund, Kuwait Fund, Korean Fund, and OPEC Fund, among others.

Currently, he serves as the Commissioner and Head of the Procurement Policy & Management Department at the Ministry of Finance, Planning & Economic Development – Uganda. He has played a key role in championing procurement reforms, research, and knowledge management in public procurement, with a particular focus on Public-Private Partnerships (PPPs) in project delivery.
