
Mr. Mike Nsereko - Director Strategy and Planning
The Department of Strategy and Planning is responsible for steering the strategic direction of the Public Procurement and Disposal of Public Assets Authority (PPDA) and ensuring that the Authority remains aligned with its mission, vision, and national development goals. The department plays a central role in policy development, performance monitoring, resource mobilization, and stakeholder engagement.
The Department comprises the following units:
- Planning, Monitoring & Evaluation;
- Research;
- Information and Communication Technology (ICT)
- Resource Mobilization & Stakeholder Engagement
The department is responsible for:
- Leading the development, implementation, and evaluation of the Authority’s Strategic Plan;
- Overseeing research activities to inform evidence-based policy and decision-making;
- Mobilizing resources and fostering strategic partnerships with national and international stakeholders to advance public procurement and asset disposal reforms
- Monitoring and evaluating the overall performance of the Authority to ensure alignment with national objectives;
- Managing the Authority’s ICT function to support digital transformation and operational efficiency.
The department is headed by Mr. Mike Nsereko, who joined PPDA on 1st April 2025. He brings a wealth of knowledge and experience in strategic planning, policy development, and public sector management.
- Bachelor’s Degree in Economics – Makerere University
- Postgraduate Diploma in Project Planning & Management – Uganda Management Institute (UMI);
- Master’s Degree in Economic Policy & Planning – Makerere University;
- Additional certifications in:
- Monitoring & Evaluation;
- Budgetary Management & Expenditure Control;
- Results-Based Management.
Before joining PPDA, Mr. Nsereko held several senior positions in both government and private sectors, including:
- Secretariat Coordinator, Human Capital Development Programme - Ministry of Education & Sports;
- Director Policy, Planning & Information - National Environment Management Authority, (NEMA);
- Head Policy, Lobby, Research & Advocacy - Uganda National Chamber of Commerce & Industry;
- Principal Planning Officer - Diary Development Authority;
- Senior Economist - Uganda Law Reform Commission; and
- Inspectorate Officer - Inspectorate of Government
Mr. Nsereko brings to PPDA extensive experience in strategic policy design, governance, research, planning, and stakeholder engagement, making him well-positioned to lead the department in driving innovation and impact.
