Suspended Providers

This page provides information on providers restricted from participating in public procurement and disposal proceedings under the Public Procurement and Disposal of Public Assets Act, Cap 205 (the Act).

Scope of Restrictions

The restrictions apply to two categories of providers:

  1. Providers suspended or debarred by international agencies of which Uganda is a member, including the Asian Development Bank, World Bank , African Development Bank, and Islamic Development Bank, in accordance with Section 128(b) of the Act; and
  2. Providers recommended for suspension by Local and Central Government Procuring and Disposing Entities, in accordance with Section 128 of the Act.

Important Notice

  • 1. During the suspension period, Procuring and Disposing Entities shall not:
  • Award contracts to suspended providers;
  • Sell or issue solicitation documents to suspended providers;
  • Solicit bids from suspended providers in any manner; or
  • Enter into any other dealings or communication with suspended providers, except in relation to contracts entered into before the suspension.
  • 2. A suspension also applies to any successor in interest, including any entity that is substantially similar to a suspended provider, or that is associated with its partners, members, officers, directors, responsible managing officers, or responsible managing employees.
  • 3. Suspension does not relieve a provider of any responsibility or obligation under an existing contract entered into before the suspension.
  • 4. After the expiry of the suspension period, a provider may apply to the Authority in writing for removal from the list of suspended providers.
