
Dr. Aloysius Byaruhanga(PhD) - Director Performance Monitoring - Central Government
The department of Performance Monitoring-Central Government is composed of the following units:
- Performance Monitoring (Procurement Audits, Compliance Monitoring & Investigations)
- Local Content
The main roles of the department include the following:
- Conducting procurement audits (contract audits, bid preparatory audits and performance audits);
- Conducting compliance checks and inspections;
- Monitoring entities’ compliance to submission of annual procurement plans and monthly reports on procurement and disposal activities;
- Monitoring performance of the Government Procurement Portal (GPP);
- Conducting investigations into complaints from stakeholders; and
- Monitoring implementation of local content
The current director is Dr. Byaruhanga M. Aloysius with over 25 years’ experience in procurement management at operational, regulatory and strategic levels. He is a Certified Procurement Practitioner and former Council Member of Institute of procurement professionals of Uganda, (IPPU). He is a researcher, auditor, trainer and consultant in Strategic Procurement Management.
Dr. Byaruhanga holds Doctorate of Philosophy (PhD) from Mbarara University of Science and Technology (MUST) with research that focused on Strategic Infrastructure Procurement Management. He also has a Masters in Business Administration (Strategic Management) from the University of Edinburgh in Scotland-UK, an Honours Bachelor’s Degree in Business Administration (Accounting-MUK). He also holds a Graduate Diploma in Purchasing from CIPS - UK, Advanced Certificate in Strategic Negotiations (Harvard-USA), and a Certificate in Private Public Partnerships (IP3-USA).
Dr. Byaruhanga served for fifteen (15) years as Chairman of the Board of Directors – Kawempe Home Care - a Palliative Care organization caring for 80 Children leaving with Cancer and HIV, and he is currently the organization Patron.
