THE 3rd ANNUAL PROCUREMENT SUMMIT

THE 3rd ANNUAL PROCUREMENT SUMMIT

The Public Procurement and Disposal of Public Assets Authority(PPDA) in conjunction with the institute of procurement professionals of Uganda (IPPU) organized the 3rd Annual Procurement Summit 2018 under the theme: “Improving efficiency of public sector procurement for sustainable development in Uganda”.

The summit brings together procurement professionals and practitioners from the public and private sectors in Uganda to discuss and obtain solutions to the challenges facing the procurement sector in the country.

With over 50% of Uganda’s budget spent on public procurement, efficiency in public procurement is central to achieving value for money in public expenditure and service delivery. Efficiency gains in public sector procurement would mean that Government is able to mobilize more resources to address other challenges which are key to attaining the objectives of Uganda’s Second National Development Plan (NDP II) which includes increased sustainable production, productivity and value addition in key growth opportunities.

PPDA Director Capacity Building and Advisory Services Mr.Moses Ojambo presented addressed the participants on the authority’s efforts to ensure that the public procurement and disposal system in Uganda achieves value for money and improve on service delivery.

The PPDA,through the various monitoring mechanisms including procurement audits, investigations, monthly and quarterly reporting among others, has been able to identify performance weaknesses in the following efficiency indicators;

  1. Entities with procurement plans and the level of implementation of procurement plans
  2. Average Procurement Cycle Time
  • On time Payments
  1. Contracts completed on time
