PPDA VERIFIES DISTRIBUTION OF COFFEE SEEDLINGS ACROSS THE COUNTRY

Members of the board of Directors and management of PPDA have conducted a field monitoring exercise on the use of the accreditation granted to Uganda coffee development authority (UCDA).

In  November 2017, PPDA  granted  accreditation for procurement and distribution of coffee seed/seedlings for a period of two (2) years allowing UCDA to  use an alternative procurement system in accordance with Section 40A (1) of the PPDA Act, 2003 that would better the procurement and distribution of seeds and seedlings to farmers across the country.

The verification exercise is a prerequisite for granting UCDA renewal of accreditation to procure coffee seedlings from certified nursery operators within the locality of the farmers.

UCDA reports indicated that as a result of the accreditation, a total of 510,626,138 coffee seedlings worth 171.57 Billion in the period March 2018 – May 2019 were procured and distributed in the western, Eastern and Central regions.

 

The verification exercise has been conducted in the Eastern and Western regions which had the highest number of seedlings (85,754,086 (16.8%) and 81,600,023 (16%) distributed. The objective of the field verification exercise is to;

  • Ascertain whether UCDA used the accreditation to procure from the nursery operators within the localities of the farmers and if value for money has been achieved.
  • Verify the efficiency and effectiveness of the accreditation granted in the procurement and distribution of the coffee seedlings to the beneficiary farmers.

 

The verification activity has been conducted by PPDA in the company of UCDA field officials, and Operation Wealth Creation officials in Budwale, Lwasso, Bufumbo, Kukiende, and Bungokho sub counties in Mbale district and Bwambara, Nyakishenyi, Nyakagyeme, Bungagari and Ruhinda sub counties in Rukungiri districts.

 

On sight verifications aim at finding out whether the public contracts awarded are implemented as required in the PPDA Act as part of PPDA’s oversight and monitoring role as the regulator of Public procurement.
