PPDA MEETS PROCUREMENT PROFESSIONALS

The public procurement and Disposal of Public Assets Authority (PPDA) is engaging all public procurement professionals in the central government entities at Brovad Hotel in Masaka.

The forum has been organized to discuss the ongoing amendment of the PPDA Act.

During the August 2016 cabinet retreat in Kyankwanzi, one of the resolutions made was the urgent need to amend the PPDA Act 2003, citing the need to eliminate delays and corruption in public sector.

While addressing the participants at the forum, the Ag.Executive Director PPDA Mr.Benson Turamye noted that both delays   and Corruption affect service delivery and  need to be addressed.

He has noted that the following issues also need to be adressed in order to strenghten the performance of public procurement .these include :

  • Human Resource capital( soft skills—integrity of all parties)
  • Report on all payment delays beyond 30 days when all documentations (i.e. certificates) are submitted.
  • Reprimanding staffs that are delaying the payment process.
  • Strengthen the offences and penalties plus rewards.

It is against this  background that the Authority, with the support from Ministry of Finance/ FINMAP III organised this forum to disseminate the proposed amendments to the PPDA Act 2003 to the Procurement Cadres.

The forum is running  under the theme; “Strengthening  Procurement Capacity For Effective Service Delivery.

When the PPDA PPDA Act, 2003 was amended , PPDA  started on the implementation of the current PPDA Law and attendant regulations 2014; and since then a number of concerns were raised by different stakeholders on the amended law.The Authority immediately started capturing issues for future amendments to foster compliance and service delivery .
