PPDA HOSTS 7TH LOCAL GOVERNMENT PROCUREMENT CARDERS’ FORUM

PPDA successfully organized the 7th Local Government Carders’ Forum at Collin Hotel in Mukono attended by more than 300 carders from the different Local Government Entities.

The cadre forum is a platform for procurement carders to air out their views and concerns as well as learns from PPDA about new developments in the regulation and operation of public procurement in Uganda.

PPDA’s Director Capacity Building Moses Ojambo officially opened the 2 day conference and urged the procurement professional in the local governments to promote efficiency and effectiveness in the procurement process and avoid delays and failure to absorb allocated budgets to their entities.

The key issues discussed during the forum include:

  • Performance of the Local Governments in the PPDA annual Procurement audits and compliance checks
  • Revised PPDA Reservation guidelines to promote local content in public procurement.
  •  Electronic government procurement to be piloted starting in January 2019.
  • Amendment of the PPDA Act to improve on the efficiency and effectiveness of public procurement
  • Low bidder Response Rates to public procurement tenders
  • Low absorption of procurement budgets in local governments
  • Benchmarking best practices from well-performing entities for better results.
