DIALOGUE WITH MEMBERS OF PARLIAMENT ON PROCUREMENT
Public Procurement and Disposal of Public Assets Authority (PPDA) held a meeting with members of the parliament committee on Finance, Planning and Economic Development to dialogue on procurement issues in the country.
Speaking during the meeting, PPDA Board chairman Prof.Simeon Wanyama briefed the honourable members on the recent trends in the public procurement landscape as follows:
- Procurement; The Authority has continued to implement the activities that lead to the acquisition of electronic-Government Procurement (e-GP) to provide a platform for increased transparency, accountability and efficiency.
- Promoting Local content; in a bid to increase competition and contribute to domestic industry development, the Authority issued a Guideline on reservation schemes to promote local content in public procurement which was gazetted on 15th February 2018.
- Amendments of the PPDA Law; The Ministry of Finance, Planning and Economic Development and the Attorney General are preparing the Bill following the Cabinet approval of the principles for amendment of the PPDA law to address inefficiencies in the procurement cycle and promote value for money.
- Construction of PPDA Head office; to ensure self-sustainability, the Authority together with the Uganda Road Fund is developing an office block through funding from Government of Uganda.
The committee chairman Hon. Musasizi Henry thanked PPDA for the fruitful engagement and pledged continued support to the Authority and strengthening the public procurement system.
