Introduction

 The Public Procurement and Disposal of Public Assets Authority is mandated under Section 7 (n) of the PPDA Act to “agree on a list, which shall be reviewed annually, of works, services and supplies in common use by more than one procuring and disposing entity which may be subject to common procurement or disposal”. In a bid to achieve this, the Public Procurement and Disposal of Public Assets Authority developed a list of Common User Items for Works, Services and Supplies.

The database of average prices for common user items covers only the categories of Supplies and Works. The Public Procurement and Disposal of Public Assets Authority has not yet compiled the average prices for the services category due to the diverse range of items under the consultancy and non-consultancy sub-categories as well as the variables in human resource such as qualifications, experience, the objective and time frame for assignments and schedule of deliverables/outputs. The Public Procurement and Disposal of Public Assets Authority has however developed a Common User Item list for the Services Category that can be accessed on the PPDA Website.

The Common User items list for works contains the following categories; Civil Works, Road Works, Water Works and Electrical Works.
The Common User Items for supplies were presented using the Integrated Financial Management System (IFMS) Codes and indicate average prices for items commonly procured by Procuring and Disposing Entities.

The Public Procurement and Disposal of Public Assets Authority will update this list of average prices annually to accommodate price fluctuations. Procuring and Disposing Entities are encouraged to make reference to this list when preparing procurement plans and evaluating bids to ensure that the public procurement system delivers value for money.
